You can create and manage purchase orders in the Purchase Order Explorer. To access it, click the Start button, then Purchase Orders, and then Manage Purchase Orders.

This will open the Purchase Order Explorer.

You can also create and manage purchase orders per project via the tab at the bottom of the Project Explorer.
