You can create and manage purchase orders in Purchase Order Explorer. To access it, click the Start button, then Purchase Orders, and then Manage Purchase Orders.

This will open Purchase Order Explorer.

You can also create and manage purchase orders per project via the Purchase Orders tab at the bottom of Project Explorer.
